Early Childhood
Special Education Services 3-5
Purpose
The purpose of
the ECSE program is to provide an educational program of
developmentally appropriate education services designed to meet the
individual needs of children with developmental delays, age's three
to five.
Peer
Models
To enhance the
program, children who are typically developing peers
are accepted as peer models. There are openings beginning the
fall of each year. Applications are accepted after January 1 until
May 14 and names are randomly selected. Parents will be notified by
May 31st if their child's name is drawn.

School
Districts
The Learning
Cooperative of North Central Kansas (LCNCK) provides special
education services for the following districts: Concordia,
Clifton/Clyde, Washington, Republic County and Pike Valley. ECSE
services are offered at CCDC in Concordia at the Lincoln Building,
RCDC in Belleville at East Elementary, and WCDC in
Washington.
Referrals
A child can be referred through a variety of sources: parent,
friends, physicians, preschool programs, SRS, hospitals, mental
health professionals, health department, day care providers and
relatives. To refer a child for testing or if you would like more
information about Early Childhood Special Education Services,

Screening
The purpose of screenings is to gather information about the child
to determine the need for further diagnostic evaluation. Free
screenings are conducted monthly for children Birth through 5 years
in the following areas: communication, cognition/pre-academic,
social and emotional, self-help/adaptive, fine and gross motor,
vision, and hearing.
Diagnostic
Evaluation
The purpose of the comprehensive evaluation is to collect all
information necessary to determine eligibility for a need for
development of an educational plan. The evaluation is conducted by
a multidisciplinary team.
Eligibility
Any child 3 to 5 years
old who meets criteria determined by the State of Kansas based on
results of the comprehensive evaluation and demonstrates the need
for special education services is eligible for
services.
Service Delivery
Options
Special Education Services can be provided through the following
models: two, three, and four day classrooms, regular education
early childhood settings, community-based early childhood
classrooms, home setting, related services only, day care provider
home.
Transportation
Transportation is provided at no charge to the family if the child
has an IEP. Transportation is provided at no charge to the family
of a peer model if they live at least 2.5 miles from the preschool.
Arrangements for transportation are made by the school district
where the child lives.
Guidelines for
selecting peer models for ECSE classrooms
1. The child reside in
one of the five school districts served by the LCNCK. These
districts are Concordia USD 333, Clifton/Clyde USD 224, Washington
County 108, Republic County 109 and Pike Valley
426.
2. Children must be
potty trained.
